Ja instelējot windows esi īzvēlējies pareizu valodu, tad pēc idejas vajadzēja rādīt normāli!

Problēma ir tajā, ka softa autori neizmanto UTF-8, bet gan kaut kādu lokālo encoding. Daudzi softu autori sāka to izmantot savos softos, kā rezultātā problēmas palika tikai ar non-unicode softiem.
