[Windows] How to run GTA:SA open.mp (non-Steam version)

What is this guide for?
- Windows users (this guide should work on most Windows versions)
- Almost any x86 hardware
- Will work for Steam and non-Steam users
- Those who have a "HOODLUM" version of the game and NOT the Steam version.

Note: Where to get the "HOODLUM" version? You will need to find it yourself. HINT

Steps

1) Get your GTA San Andreas ISO file on your computer

2) Right-click on the ISO file and select "Mount"

3) Open the mounted ISO file and run "setup,exe"

6) Select "I Accept" and press "Next"

14) Open your mounted ISO file, open the "HOODLUM" folder and copy the "gta_sa.exe" file from that folder (Right-click and then select "Copy")

15) Open your GTA:SA folder (by default it is "C:\Program Files (x86)\Rockstar Games\GTA San Andreas") and paste the "gta_sa.exe" file in that folder. Replace any existing files.

16) Download ASI loader: https://github.com/ThirteenAG/Ultimate- ... -Win32.zip

17) Extract the "vorbisFile.dll" file from the downloaded ZIP file and copy it to "C:\Program Files (x86)\Rockstar Games\GTA San Andreas" folder, replace any existing files.

18) Download Modloader: https://github.com/thelink2012/modloade ... loader.zip

19) Extract the "modloader" folder and the "modloader.asi" file from the downloaded ZIP and copy it to "C:\Program Files (x86)\Rockstar Games\GTA San Andreas" folder

21) Extract the "SilentPatchSA.asi" and "SilentPatchSA.ini" file from the downloaded ZIP and copy it to "C:\Program Files (x86)\Rockstar Games\GTA San Andreas" folder

74) It is possible you will get the following message, in such cases select "INI files: replace all and keep settings" and press "Restart this application with elevated permissions".
The single player mode will start up, but you should exit it and connect to the server using open.mp launcher again. This should not appear next time you run it.

Dealing with Windows Defender

As of April 2026, Windows is preventing open.mp launcher from working. This will most likely be fixed in the future. For now, you will need to explicitly allow open.mp launcher in your Windows Defender.

To do this, follow these steps:
1) Either open the Windows Defender notification or open Windows Defender using Windows search

2) Press "Protection History"

3) Look for the most recent entry and click on it

4) Make sure the entry does mention "omp-launcher", then press "Actions" and "Restore"

5) You may now try to run open.mp launcher (or installer) again.

6) If you receive the same notification again, open it, open the latest entry related to "omp-launcher", press "Actions" and then "Allow on device"

7) You may now try to run open.mp launcher (or installer) again.

8) You may need to repeat these steps again. Windows Defender will prevent the app from working in 3 different stages so you should expect to allow it 3 times
- during downloading (will ask you to restore the file)
- during installing (will ask you to allow the installer)
- during first run (will ask you to restore it)
